Property Description

 

Tideswell Community Hall is a new purpose built limestone and block work building with blue slate roof. It is stone faced on the front and one gable end. The other gable end and back are rendered. The main building is a large open hall (single room) and at one end it is two story’s which comprise a ground floor kitchen, plant room, storage rooms, two toilets and an accessible toilet and shower room. There is a wooden staircase to the first floor with a meeting room, two storage rooms and a storage cupboard over the stairs. 

The building is on a self-contained site with parking for three cars and accessible pathways to reach the front of the building and around one side of the hall to the rear fire doors. 

There is a small flat outdoor space to the south of the building at an elevated level which has boarders with shrubs on two sides.    

 

How a Fire could start and how to reduce chances of one

 

Kitchen with electric induction hob and electric oven. There are no chip pans or deep fat fryers. Basic cooking will be undertaken, when undertaken with children this will be supervised. 

 

No smoking policy either in, or outside on the premises. 

 

Heating system is an Air Source Heat Pump (ASHP) located at the rear of the building with a plant room off the kitchen housing the hot water cylinder. The ASHP provides hot water for the under-floor heating on the ground floor and the radiators upstairs. 

 

Fire safety notices will be displayed within the building, with an action plan and site plan  

 

Waste bins on the ground and first floor will be emptied on a weekly basis or more frequently as required. 

 

The fuse box is situated in the store cupboard at the bottom of the stairs on the ground floor

 

There are no other significant ignition sources within the Hall.

 

People affected by fire

 

•       Users of the Hall will be members of the public using the Hall for events and meetings. 

•       Regular users currently include cubs and scouts; various exercise classes and the repair cafe. 

•       The management committee members will use the premises for committee meetings and undertake regular checks of the building.

•       Maintenance and tradesmen will occupy the hall as required to undertake specific works

•       The maximum occupancy for the main Hall is set at 150 persons and the upstairs meeting room 40 persons.

 

Escape Routes

 

•       On the ground floor there are two exit doors, one at the front and one at the rear, secured from the outside. Access is through the front doors and the rear fire doors can be opened from the inside without requiring a key. 

•       The escape route from the upstairs room is via the staircase and ground floor exits. If the stairs can’t be used the window at the top of the stairs can be opened as an exit route by removing the opening restrictors. 

•       All doors are fire rated for 30 minutes. 

•       The rear fire doors open onto a tarmac path which follows the perimeter of the building to the east and is accessible for a wheel chair. 

•       The front door is on level access and leads straight on to Church Lane. 

 

Fire Alarm and Escape Lighting

 

•       There are fire push alarms located in the main hall, entrance hall and first floor meeting room. 

•       There are smoke detectors located in the main hall, entrance hall, and first floor. There is a heat detector in the kitchen.

•       There are 3 fire zones – kitchen, toilets and entrance hall designated as zone1. The main hall is zone 2 and meeting room zone 3 for fire alarm zones.

•       The escape routes are indicated by emergency exit signs and the fire escape routes are lit with emergency lighting.

•       The emergency exit signs inside the Hall are lit up in green

•       There is internal and external emergency lighting to allow safe access from the building

 

Fire Action

 

In the event of alarm activation, dial the emergency number (999), evacuate the building and assemble at the fire assembly point in front of the Cross Daggers Cottages.  

The responsible person must take a roll call and notify the fire brigade immediately on their arrival if anyone is not accounted for. 

The fire floor plan and fire action plan is displayed in the entrance hall

             

Fire Extinguishers

.

The first action is to evacuate the building and notify the fire brigade. 

There are three small hand operated type ABC dry powder fire extinguishers (solid combustibles such as wood, paper and textiles and electricals) situated in the entrance hall, kitchen and meeting room which can be used at the operators own risk.

 

Testing and Maintenance

 

The Management Committee will follow the general guidelines given by the Derbyshire Fire and Rescue Service Fire Safety Log book. A log book will be kept with the Health and Safety file in the Community Hall. The building will not be occupied on a full time basis so checks will be carried out accordingly and at timely intervals.

 

             

Training

 

The Management Committee will familiarise themselves with the Fire Risk Assessment (FRA) and general users will be sent a User’s Guide, the Fire Risk Assessment and Fire Emergency Plan  when hiring the hall. 

 

Summary of Significant Findings

 

As this is a new build, designed to comply with best practice and all legislation there are no significant findings or recommendations at the present time. 

 

Fire escapes routes, lighting and alarms will be checked on a monthly basis by members of the

Management Committee. Checks will be logged in the log book with the initials of the person undertaking the check.
